MANDATE

1. The Office of the Local Chief Executive shall exercise general supervision and control over all programs, projects, services, and activities of the municipal government;

2. Enforce all laws and ordinances relative to the governance of the municipality and the exercise of its corporate powers provided for under Section 22 of the Local Government Code implement all approved policies, programs, projects, services and activities of the municipality;

3. Initiate and maximize the generation of resources and revenues, and apply the same to the implementation of development plans, program objectives and priorities as provided for under Section 18 of the Local Government Code, particularly those resources and revenues programmed for agro-industrial development and country-wide growth and progress;

4. Ensure the delivery of basic services and the provision of adequate facilities as provided for under Section 17 of the Local Government Code; and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Spearhead the implementation of mandated functions of different local offices as well as development oriented Programs, Projects, and Activities (PPAs), which intends to meet the actual needs of the constituents subject under pertinent guidelines and policies of the government .

MANDATE

As the policy-making body of the municipality, the Sangguniang Bayan Office efficiently provides local legislation for the general welfare of the municipality & its inhabitants pursuant to Sections 16 and 447 of the R.A. 7160, otherwise known as Government Code of 1991 and exercises corporate powers as provided for under Section 22 of the same Code.

MANDATE

The Business Permit and Licensing section is responsible for the licensing and permitting of all business in the Municipality thru the implementation of the 2010 Revenue Code of the Municipality.

Efficient, Prompt and Business Friendly permits and licensing provider.

MISSION

To issue Business License, To ensure compliance with the jurisdiction’s Licensing and to protect the health, safety and rights of the consumers.

MANDATE

1. Design, program, and coordinate disaster risk reduction and management activities consistent with the National Council’s standards and guidelines;

2. Facilitate and support risk assessments and contingency planning activities at the local level;

3. Consolidate local disaster risk information which includes natural hazards, vulnerabilities, and climate change risks, and maintain a local risk map;

4. Organize and conduct training, orientation, and knowledge management activities on disaster risk reduction and management at the local level;

5. Operate a multi-hazard early warning system, linked to disaster risk reduction to provide accurate and timely advice to national or local emergency response organizations and to the general public, through diverse mass media, particularly radio, landline communications, and technologies for communication within rural communities;

6. Formulate and implement a comprehensive and – integrated LDRRMP in accordance with the national, regional and provincial framework, and policies on disaster risk reduction in close coordination with the local development councils (LDCs);

7. Prepare and submit to the local sanggunian through the LDRRMC and the LDC the annual LDRRMO Plan and budget, the proposed programming of the LDRRMF, other dedicated disaster risk reduction and management resources, and other regular funding source/s and budgetary support of the LDRRMO/BDRRMC;

8. Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the LGUs, CSOs, private groups and organized volunteers, to utilize their facilities and resources for the protection and preservation of life and properties during emergencies in accordance with existing policies and procedures;

9. Identify, assess and manage the hazards vulnerabilities and risks that may occur in their locality;

10. Disseminate information and raise public awareness about those hazards, vulnerabilities and risks, their nature, effects, early warning signs and counter-measures;

11. Identify and implement cost-effective risk reduction measures/strategies;

12. Maintain a database of human resource, equipment, directories, and location of critical infrastructures and their capacities such as hospitals and evacuation centers;

13. Develop, strengthen and operationalize mechanisms for partnership or networking with the private sector, CSOs, and volunteer groups;

14. Take all necessary steps on a continuing basis to maintain, provide, or arrange the provision of, or to otherwise make available, suitably-trained and competent personnel for effective civil defense and disaster risk reduction and management in its area;

15. Organize, train, equip and supervise the local emergency response teams and the ACDV s, ensuring that humanitarian aid workers are equipped with basic skills to assist mothers to breastfeed;

16. Respond to and manage the adverse effects of emergencies and carry out recovery activities in the affected area, ensuring that there is an efficient mechanism for immediate delivery of food, shelter and medical supplies for women and children, endeavor to create a special place where internally-displaced mothers can find help with breastfeeding, feed and care for their babies and give support to each other;

17. Within its area, promote and raise public awareness of and compliance with this Act and legislative provisions relevant to the purpose of this Act;

18. Serve as the secretariat and executive arm of the LDRRMC;

19. Coordinate other disaster risk reduction and management activities;

20. Establish linkage/network with other LGUs for disaster risk reduction and emergency response purposes;

21. Recommend through the LDRRMC the enactment of local ordinances consistent with the requirements of this Act;

22. Implement policies, approved plans and programs of the LDRRMC consistent with the policies and guidelines laid down in this Act;

23. Establish a Provincial/City/Municipal/Barangay Disaster Risk Reduction and Management Operations Center;

24. Prepare and submit, through the LDRRMC and the LDC, the report on the utilization of the LDRRMF and other dedicated disaster risk reduction and management resources to the local Commission on Audit (COA), copy furnished the regional director of the OCD and the Local Government Operations Officer of the DILG; and

25. Act on other matters that may be authorized by the LDRRMC.

The LDRRMO is a mandated office under RA 10121, which endeavors to strengthen and coordinate DRRM programs in the locality.

MANDATE

-Take custody of and be accountable for all properties, real or personal, and supplies owned by the LGU and those granted to it in the form of donation, reparation, assistance and counterpart of joint projects.

– Maintain and supervise janitorial, security, landscaping and other related services in all local government public buildings and other real property, owned by the LGU.

To foster working condition through Human Resource Policy that gives employees a peaceful working condition and generates feeling of importance and promote employees abilities to maintain productivity and high performance levels

MANDATE

To foster understanding & appreciation of the History of Aritao as part of the Philippine History and disseminate historical knowledge through gallery or museums, memorial lectures, public commemorations, conferences, installation of historical markers, establishment of historical landmarks and preservation of historic heritage.

We envision our office as an enormous contributor to the realization of Aritao’s Vision ” to be the primary transport hub of the Region, a progressive and self-reliant Municipality, with resilient and empowered citizens, governed by accountable and transparent leadership, living in a peaceful, vibrant and sustainable environment”.

Administers general administrative support services in government accounting and internal control and audit system for the municipality and implement electronic version of the government accounting system.

The resources of the LGU shall be efficiently and effectively used/utilized for the people of ARITAO and there will be transparency on the affairs of the LGU.

To provide for an effective and efficient accounting and auditing service for a more responsive fiscal management.

MANDATE

The office provides technical assistance on Agriculture and Fisheries in carrying out measures to ensure the delivery of basic agricultural services and provision of adequate facilities. Develop plans and strategies and implement the same. Ensure the maximum assistance and access to resources in the production, processing and marketing of agriculture and fish products extended to farmers, fisherfolks and local entrepreneurs. Conduct/cause to be conducted location specific agricultural researches and assist in making available the appropriate technology to the end-users.

The Municipal Budget Office prepares policy based budgeting which is pro-active and result oriented geared towards optimum, prudent and effective utilization of fund; provide accurate, reliable and complete financial information; conduct objective review and analysis of proposed expenditure program and its component activities promoting transparency and accountability; Technical Assistance provider (by providing technical preliminary review of Barangay Annual/Supplemental Budgets).

An effective and sustained system of civil registration designed to meet the growing demands of the public and responsive to the needs and requirements of the ever changing times and of modern technology.

MISSION

The office aims to establish, preserve and provide complete, accurate and reliable civil records as bases for the legal status of persons through the efficient use of its human resources in the full implementation of an effective civil registration system.

MANDATE

1. Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the LGU

2. Advise the Mayor on infrastructure, public works and other engineering matters

3. Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges and other engineering and public works projects of the LGU

4. Provide engineering services to the LGU, including investigation and survey, engineering designs, feasibility studies and project management

5. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance

6. As the Building Official, implements regulations and requirements for the construction, alteration, repair, conversion, use, occupancy and demolition of buildings pursuant to the IRR of the National Building Code of the Phils.
